We made this trip at an average warm day of the beginning of the fall.
(It was for 2nd time, the 1st time was Sep. 22, 2016).

Palangchal Shelter:
Elevation: 2400m
There are everything, fresh water available for free
An entrance payment
Buffet, Tea...,
We started the trip on 11:43 AM

Tochal, 5th station:
Elevation: ~ 2960m
Telecabine is available up to a certain time, as well as restaurant and buffet.
But the services and warm water are available 24h
You can camp there every moment at night.
In case of intense wind you may use places near the shelter.
National Carthography Center (NCC) have a benchmark over there on 3000m, it has a very nice view of great Tehran city.
In winters lot of foxes may be roaming around your tent :) , they are cute.
