Itinerary description
If you have a good, capable 4*4 car, you can drive all the way to the starting point. The hike to the pass is not difficult. You will hike through a very beautiful valley through some jailoos (summer pastures). There is snow at the northern face of the mountain pass until June.
Friends of me did the travese to Issyk Kul/Balyktschy. However, they ended up in a military zone around 10km north of Blayktschy. You probably want to avoid that. On openstreetmap the military zone is indicated. Alternatively you can keep to the right after the mountain pass (the valley with the small lake, ~1km west of the mountain pass).
I indicated some potential camp sites as waypoints.
